Just like over half the dps roster. Your guy isn’t special. Just get over the fact that no dps will consistently be better than Tracer in the hands of skilled players.
And tank busting isn’t coming in the dps role as long as 5v5 exists

No, not even remotely. Junk and Sym can at least do something (Concussion mine, Alt-fire + turrets). Reaper can do literally nothing but stare at them as they bombard him to death.
It should be a goal to make him decent against everything. As he is now, he is just incredibly weak against most things and barely playable against everything else. In a game where homogenized heroes exist, niche heroes are worthless.
Reaper hasn’t been a tank buster, since OW1. Other characters were far better at decimating tanks than he was and then season 9/10 just killed any remaining potential that he had at being a tank buster in OW2.
Also, for perspective, life-steal was only capable of letting him survive one more swing from Reinhardt’s hammer if he hit every pellet on the head hitbox (which required him to be point blank). 35% is really not that much when he doesn’t do any damage beyond 5m.
Even as a dive character, he is weaker than most of the other options. He requires the entire team to play around him in order for him to gain value. He’s supposed to be brawl, but every character in the game can do more damage than him from far wider ranges.
I’m not asking for him to become the meta poke/brawl/dive pick, I’m just asking for him to not be entirely useless beyond 5m of range. Literally just giving him better mobility, so that his kit functions cohesively. He’s entirely reliant on other characters in order for him to be able to even function (which is what everyone hated about playing Pharah, who was also given a rework, even though she was far stronger than Reaper has ever been).
When other characters are meta, it’s because they’re strong independently. The same cannot be said about Reaper for any meta in which he was in. He is always being carried by the support of his entire team.
Only Tracer is even remotely close to being as defenseless against flying characters as Reaper is, but even she has the mobility to at least avoid them with relative ease. Everyone else has options to contest them with.
Reaper is only capable of consistently doing 2 damage to them per shot and is limited to one mobility tool with an 8 second cooldown to avoid them.
I’m not asking for tank busting. I’m asking for better mobility to duel squishies better.
To a degree, I agree. However, none of the other DPS (aside from maybe Tracer) are as helpless against them as Reaper is.

In comparison to Reaper, yes. Turrets and alt-fire still have chance at doing significant damage to a flying character.
For comparison, Reaper pellets do 1 damage at 20m, which is 10m shorter than the average distance flying characters are at.
Reaper is a top 3 DPS right now no way is he bad and your gaslighting ain’t gonna change my opinion especially when according to overbuff he has one of the highest pick rates and a 55% winrate in diamond and above. His kit is 100% outdated and clunky but as of right now he’s 100% overtuned and needs an HP nerf.

Playing any close range hero on Havana is just asking for a bad time tbh.
Symm’s alt fire however can barely hit a barn five feet in front of her. Saying that she can take out a flier is true given numbers, but incredibly difficult given the harsh reality. Can you? Yes. It’s possible. Will it happen? Ahahahhahahahahah. Very rarely. Reaper’s issue is getting assuaged by the fact that the fliers can’t just stay in the skybox forever anymore. They have to land. Now, I’m no top five hundred masters grandmasters whatever, but I do think preparing to pounce on someone when they land is a good idea.
Except that closing the distance is what Reaper sucks at. All of his abilities are super slow and predictable (to an absurd degree). Which is the problem at hand.
It’s not just flying characters, but anyone with range beyond 5m can do significant damage to Reaper before he can even engage. If you get hit by one shot, you are immediately forced out, otherwise you’d be engaging a fight with about as much health as Tracer and as wide of a hitbox as Roadhog.
That’s why Reaper needs some form of mobility because his shotguns are extremely limited. With a way to consistently close the distance, he can be balanced towards killing squishies more, alongside any necessary nerfs to keep him in check (though the result of his power this meta is mostly because of other characters having strong assistance kits).

But Reaper does 0.001 damage to Pharah Widow and Ana from 50m. He’s so trash.
I’m fine with this, but don’t act like Sym can do anything better. Charge up mechanic she’s too squishy to use, orbs that can’t two shot and have absurd windup time and are slow and massive (I don’t mind them being smaller if they’re faster) and just… Awful turrets.
I mean, she can do better. If I were to give her effectiveness a percentage, it’d be something like 1%, but that 1% is still better than Reaper’s 0%.
It’s by no means good, but it’s at least something.
I refuse. Symm’s only good part seems to be a TP slave. That nobody ever uses in the modes/ranks I play in, because I suck.
Reaper though has more casual players, because he can shred armorless targets. Hog? In a static 1v1, Reaper can chew through Hog.
Symm has less players because her effectiveness is just… Just bad. They can both be dumpster tier, but let’s not pretend like anybody who locks Symm isn’t switching after the first team fight.
