Closing Razer Synapse worked for me too. Thanks, everyone!
I have a Razer Viper Ultimate, and a Blackwidow keyboard. It seems I have to choose between my love of pretty colors and FPS. I’ll probably pick FPS 
I wish, wish, WISH I had checked here before spending all evening trying to work out why suddenly I had this weird bug. I tried everything I could think of, stopping only just at deleting and reinstalling Windows 
I got so fed up I ended up playing CoD instead 
Thank you for finding the fix, I’ve disabled Razer Chroma and all’s good now.

Thanks for all of the info that has been shared and I’m glad a work around was found. We’ll make sure that it gets passed along to the Overwatch team (if they aren’t aware already).
For those that still want to use Razer Synapse it sounds like disabling the lighting options by going to Connect → Apps → Turn off Overwatch.exe is working.

Just FYI, Razer chroma controls also cause microstutters and hitching in Doom 2016. The software is NOT good for gaming performance. I permanently disabled it back when I discovered it was causing the performance drops in Doom and haven’t looked back.

I just signed up for this to say thanks. I had this same problem with Razer Synapse. It drove me crazy for many hours of digging around in settings. I probably broke something else trying to fix this. But turning of Synapse did the trick. Thanks to everyone in this thread.
Just wanted to add that I was having this issue as well and the symptom was only present when I was alive controlling a character. My framerate was normal when I was dead or spectating teammates. Hope that helps track down the bug!

Has the Blizzard Tech Support team reached out to Razer about their Chroma software causing problems? I know this is a long standing issue with their software (I made a post about it causing stutters and hitching in Doom 2016) and maybe a large developer will light a fire under their pants to fix it finally. It’s been AT LEAST 5 straight YEARS that it’s been causing game crashes and performance drops.
Just ran into this problem for the first time; I wanted to add that in my case I didn’t have to completely disable Razer Synapse. I had Razer Chroma Connect enabled for Overwatch; that’s what enables the game to change RGB colors on my Razer and connected peripherals. I disabled Chroma Connect for Overwatch, and left everything else running, and the symptom disappeared. Razer Synapse>Connect>Apps; find Overwatch in the list of apps and change the “Enable This App” toggle to disable.
Issue still ongoing, turning off overwatch via chroma connect was all i needed as well, synapse runs in the background no problem
