Yes and yes (and also Arcade).
Hopefully it’s unlocked, I gotta throw some games learning the new heroes since I didn’t get into the beta lol.

Has there actually been official word on this? It was a rumour that competitive was locked along with the new hero for 2 weeks. But that was because people didn’t think Blizz would allow you to play competitive without all heroes unlocked, but now it seems they are?
AFAIK competitive 2.0 will be available day one but Kiriko is only in quick play and arcade for 2 weeks.
