Hitscan is any weapon that has no travel time. In addition to McCree, Soldier and Widow there are many more heroes using hitscan mechanic - Tracer, Sombra, Reaper, D.Va, Zarya, WB.
What OW players typically call “hitscan” are mid-long range hitscan DPS, which is only subset of hitscan mechanic.
