When is being legitimately outplayed cheating?
They had a skilled group; you didn’t.
The system allows them to buy the game as many times as they want. They have their reasons to buy multiple accounts whatever they may be.
Some may feel ashamed of avatar borders. They may not like to display how much time they spend on the game.
Some may buy accounts simply to have each of their favorite heroes have their own serious SR accounts.
Some may have accounts that they use to learn other heroes without fear of losing SR from their main account.
Could their be any more logical reasons why some players like to start new accounts?

No. You shouldn’t report smurfs as cheaters.
It is a biased view that should be avoided.
I don’t mind playing against smurfs. They can only make me better.
It would be more satisfying to me if they developed a system to better diversify the smurfs so that they are not all stacked on one side while the other side has none to make the game more fair.
I would rather see their effort to prevent in game cheating like auto aim or wall hacks as well as other game cheat hacks.
I hated smurfs earlier too. Then I realized. They pay for the new accounts.
My be in OW2 they may develop a system to prevent smurfing.
I really doubt they will...

i wouldnt really call it cheating, i would call it gameplay sabotage. but thank you for reporting the 6 stack, i understand how hard it is to face that amount of smurfs
To be honest I just leave them be, the fact that they paid for the game multiple times means they lose by default.
The ONLY way this interpretation could POSSIBLY be valid is if there was NO LADDER for competitive and everyone gets randomly queued together with no stacks allowed. Skill tiers exist for a reason.
But how would you be able to tell if they were smurfing or just leveling new accounts?

That’s great and all but I’m not sure I agree with this. If they intentionally lose every now and then in order to stay in that rank and stomp players far below their elo, absolutely go ahead and report them. But if they consistently play at their best and continue to do so, they will quickly rank up to where they belong and you’ll never see them again/they didn’t break any rules.

But at same time, it’s not against rules to buy more than 1 copy of game. The only game in history I know of that doesn’t let you is Osu on PC

Generally I dont consider new accounts for high ranked players to be reportable. However, I agree that stacking together while doing that is reportable because it’s at absolute best griefing and at worst cheating due to exploiting the matchmaker.
Stacking completely removes any chance for the other team to win, whereas that isn’t the case when a smurf is solo queuing. There is zero reason to do it as it’s never going to be competitive or fun for anyone involved, except for any players in the stack who enjoy beating on people who cant even begin to effectively fight back. Which makes it griefing as the goal becomes to ruin the other teams match/gameplay experience instead of to climb the ladder.

actually, the in-game defection of cheating is: “engaging in any activity that grants an unfair advantage is considered cheating.”
Blizzard has explicitly stated in the past that any form of SR manipulation is against the rules and is classified as “Cheating”, as it gives the player an unfair advantage against other players. You were right to report them and the smurfs who are posting in this thread are scared because they know that they’ll be banned too at some point.
I was smurfing between bronze and gold with a whole clan for more than 2 years. The only ban one of the guys got was a chatban as he insulted to lower skilled players a bit too much. We went from 500 to 2000 and back multiple times during a two year period and did not get banned for that, this should tell you it is okay by Blizzard
