I’ve had this bug for a while it doesn’t happen often but when it does its annoying.
My friend also gets it too, we select our roles and it wont put us into queue?
The only way we fixed is by reselecting roles but even then sometimes that doesn’t work.

I tried to explain the issue with details here:
I think it happens when player’s options becomes limited due to group SR restrictions.
Solution is to select “Flex” option whenever it will result in the same role set you are queueing to.
