If 1% of players is in favor of keeping things as they are and 2% are for change while 97% don’t care it might plain and simply not be worth it for the devs to cater to the majority.

It helps to put things in relation to get an understanding of if the question at hand is relevant enough to even bother throwing resources at it.

There exists such a thing as neutrality bias.

Or an unwillingness to make a decision.
