Wasn’t that meant for HACKS? I thought throwing was like, for abusive chat, because of how throwers are A: ignorant and B: useless.
Yeah… just because it’s there, doesn’t mean they actually do anything about them.
You need one copy of game on consoles for endless accounts. So, there is smurfs in every match. Dunno why devs can’t just up min lvl of accessing to comp, 25 is to low.

They should’ve made it accessible at level 100.
You report hacks using “Cheating” 
Abusive chat is for text or voice chat abuse.
Gameplay Sabotage is for people throwing or trying to make your team lose.
How is someone buying more copies of the game a problem to Blizzard? They benefit from smurf accounts.
Not a problem to blizz, but a problem to US PLAYERS!
I think they should find the way to identify smurfs faster so that they don’t ruin things for as long. Not forbid it.
Smurfs throw games to lower their MMR again, and they only lose time for it while wasting time for 5 other people, lol. And since throwing is never actioned… well, they have all the power in the world to do this.
Then BAN COMP. At least smurfs would be reduced by 50%.
