I’ve noticed her win rate in lower ELO isn’t that high and think she could use a buff.

According to Overbuff, Brigitte has a 54%+ winrate at Bronze through GM. She has a lower pickrate at lower ranks though.
Brig is the kind of Support that scales with how much damage the team is taking. At lower ranks, teams take more damage so Brig’s kit isn’t as strong, while at higher ranks where players take less damage in general (feed less), her Armor Packs and passive heals are considerably more effective.

Brig is very strong atm and the most balanced she’s ever been.
If people can’t get any value from her due to their own lack of game sense and positioning, that’s not Brig being weak.
She is fine as is.
Problem is low elo players arnt quite sure how to play her.

Putting a lot of thought into it somethings which may help low ELO players:
A.Give her passive aoe heals like lucio 15/s
B. Inspire provides 6/s heals or 5/s armor at full health (cap at 20)
C. Change rally to something jet pack cat related.

No such hero in the game
brig is the most broken character in the game she needs a total rework or to be unplayable. Armour pack is the best support ability in the game and rally is the bets ult in the game

Brig is probably the best support if not tied for best with Ana. She doesnt need any buffs
