If you enter the Practice range and your ping (or latency) is extremely high, try leaving and entering again. Sometimes it will connect you to servers in different regions.
When I connect to a server close to me (USA West), my latency is about 50. USA East is about 75. Sometimes I’ll enter the practice range and my ping will be over 200 just for that session, which means it connected me to a different region. Re-entering it almost always fixes it.
