Pharah and Really Short Cooldowns

Get rid of Pharmercy, lower Pharah’s splash damage, turn her health pool to 75 normal HP + 125 shields and let her cancel her Ultimate.

Then the hero will be in a fantastic spot.

I think Pharah is well set as she is, and doesnt need any such changes
