No, PBMMR is only active below diamond. However SR is only a visual representation of your achievements that has nothing to do with the matchmaking. Your hidden MMR is what dictates your matchups and also effects your SR gains. If you decay to 3000 your hidden MMR will decay much slower and so once you start playing again your SR will rise up to the MMR relatively quickly and then settles down
