Local regulations, most likely. Tokens are technically a virtual currency that can be bought with actual money, so my guess is that there are laws in place that regulate earning such a currency for free.

A VPN is not a viable solution. Qualification is based on your existing country of residence set by your Blizzard Account, not where you are actually connecting from.

Same reason as the guy in indonesia said. Japan has laws that make virtual currency illegal when it comes to gaming (because it falls under anti-gambling laws). That’s the reason there are no casinos in Japan and also why you can’t win cash prizes at slot or pachinko machines.
