It’s different now because unlike OW1 just about every single Tank is a good pick. In OW1 half the Tank roster wasn’t good on any given patch because the strongest synergy made the rest of the tanks not perform well until a patch dropped.
Are we? Ball isn’t in that bad of a position, and you’ve named one Tank out of 11 lol. In OW1 the majority of the Tank roster was in a bad spot on any given patch thanks to OP synergies making off-meta not viable.
The game has always been about hero switching and counterpicking and always will be a part of the game considering the game is designed with nearly 40 entirely unique heroes that have different abilities and weapons meaning some heroes will have better matchups against others. They might be able to make changes so you aren’t quite as hard countered as a one-trick player, but there will always be disadvantageous matchups for you.
