Yes they can. Just because they’re lazy and would have you believe they can’t, doesn’t make it so. Think about it: you probably would have said something similar before they changed how the reporting works, or before they increased the harshness of punishments, or created notifications for reports.
I mean, it really shouldn’t have taken them A YEAR AND A HALF to do that stuff, but hey, another 5 years from now, they might actually be more clear on stuff like one-tricks instead of shrugging their shoulders and saying “hey it kiiiiiiiiinda isn’t okay, but not reportable but don’t do it, but we won’t stop you but it’s fine but it’s not good for the game but who knows???”
