This appears to be related to a third party conflict. I would recommend the following steps:

Disable Nvidia Share following the steps Here.

We have seen Razer Chroma SDK Core Components cause black screens on startup. You can try to uninstall it: Windows Apps\Features window and uninstall Razer Chroma SDK Core Components.
If for some reason Razer Chroma SDK Core Components does not exist, you will want to download and install it Here.
Once done, go through the Windows Apps\Features window and uninstall Razer Chroma SDK Core Components.
If you have issues installing that, you’ll likely need to manually delete the following files:
C:\Windows\System32\RzChromaSDK64.dll
C:\Windows\SysWOW64\RzChromaSDK.dll
C:\Windows\SysWOW64\RzAPIChromaSDK.dll
If the game launches but you’d like the chroma features, you may try installing Synapse 3: https://www.razer.com/synapse-3
Retest. If the issue continues try placing the system into Selective Startup. Restart the Pc one more time to get into this mode, then retest.
