• Headshots deal 2.0x damage for 0-99% charge.
• At 100% charge Headshot multiplier is increased to 2.5x.

Throw in something like this, to drop those boosted Ashe headshots down too.

As for Ana and Roadhog, they could do this:

• Reduce the Bionade AntiHeal radius down to 1/4th it’s current size. No changes for heals or damage radius.
• Damaging Tanks gives 50% less Ult Charge
• Healing Tanks gives 50% less Ult charge
• Fine tune healer Ult Charge requirements
