Yea, he is a more popular dps, still has a poor winrate at all ranks. And being a more popular dps doesnt mean much, when 2nd most picked dps is 11th most picked overall. If he was meta and dominating then sure, he prob would need nerfs. But atm there isnt much to indicate he does. People have complained about hanzo forever.
