What you described sounds like the Razer Chroma issue. Can you try the steps listed here? If that doesn’t help, let’s get a DxDiag:
Press Windows Key + R.
Type DxDiag and press Enter.
In the DxDiag window, click Save All Information.
Name the file “dxdiag” and click Save
Paste the DXdiag into the post, select and highlight everything you just pasted, and hit the “preformatted text” button (</>). That’ll make the information much more readable.

It’s not just the graphics try updating your entire PC drivers as well even outdated ethernet and wifi drivers can stop you even the other drivers that your PC manufacturer provides need to be updated too
Put it this way I always make sure my MSI x299 gaming pro carbon AC motherboard is up to date through MSI updater tool after which I also make sure I’m up to date on Windows update
