This is gonna go from hero to hero in order in how they are in the hero gallery
This will be biased, but i will try to keep it fair, and for abilities, if i think an ability is fair or okay, i wont include it. If you have questions for my reasonings, ask in the comments, this is a very long post to make so adding all the reasonings would make this a small scale novel

Fusion Cannons: I just think an overheat mechanic would be cool to add to them
Defence matrix: I'd probably nerf defence matrix by a small margin, like a bit shorter range , so not a major nerf while adding a small buff to micro missiles, like a faster travel time, or they shoot out faster.
Micro missiles: Explained above
Doomfist
Hand cannon: Increase spread by a slight bit, but add one more pellet.
Meteor strike: Remove the stun/slow, but increase damage by a slight bit.
Power block: Have it block less damage (damage goes through to doomfist) but empower him faster
Junker Queen
Rampage: Shorten the distance of it by a little bit to a moderate bit, but reduce the cast animation of it
Commanding shout: remove the speed boost, add more overhealth
Mauga
Incendiary and Volatile chainguns: Reduce damage by a small bit, but decrease spread by a small bit
Cage fight: Reduce duration quite a bit, but add a slow effect to trapped targets, and lower ultimate requirement
Cardiac Overdrive: I would full on rework the ability in some direction, it just feels bad. Maybe have it give a slight damage boost to mauga and everyone around him, instead of reducing damage and healing on damage
Orisa
Augmented fusion driver: introduce spread.
Terra surge: make the slowness effect smaller, but make the radius a tiny bit bigger
Ramattra
Void barrier: Increase in size slightly
Reinhardt
Earthsatter: Very slight reduction to both range, and cast time
Firestrike: Reduce size, increase speed
Barrier field: Increase repair rate when not in use by a small bit
Roadhog
Scrap gun: Decrease fire rate slightly, but increase damage slightly
Pig pen: Decrease radius, but increase speed debuff
Chain hook, Increase successful hits damage very slightly
Sigma
Gravitic flux: Slightly decrease range, but also decrease cast time
Kinetic grasp: Increase cooldown slightly
Winston
Tesla cannon: Increase range, decrease damage slightly
Barrier projector: Decrease health, but also decrease cooldown
Wrecking ball
Minefield: Increase spread of balls, but decrease amount of balls
Adaptive shield: Return back to the old version.
Zarya
Particle cannon: Left click: Lessen damage incrementally slightly, Right click: Increase damage slightly, and increase the speed of the projectile slightly
Graviton surge: Increase natural damage by a bit, but decrease time of graviton surge a bit
Particle barriers: Decrease health slightly, but give off more energy to compensate
Do let me know what you think of these! And i might change them if people comment about them to try to balance them out a bit more, or if you want specific values added.

You want to make the worst shotgun in the game… EVEN WORSE??? On a hero who’s already struggling from power distribution since every single part of his kit not named rocket punch is just awful.
That’s not how powerblock works and I don’t trust them to make it work accordingly, especially when it comes to the hero with the most bugs in the game by a hilarious margin that they still fail to fix.
The amount of charge you get is based on the damage reduction, not how much damage you’re getting hit with. So if you get hit by 100 dmg, only 80 dmg is going towards your empowerment charge.
So if you lower the dmg reduction, it would make it charge less.
You forgot to add taking it off resource. This ability is broken and too easy to use.
I don’t think we should go further into punch bot territory.
And reduce her ult radius. This thing still hits targets it shouldn’t.

And block should have a cooldown.
Agree that Shatter has too much range, but it does not need a cast time buff.

I like all this. Beam’s max damage is slightly too high.
Bubble uptime is a little high. I would take down the duration of each bubble.
On top of all this, a removal of the helmet passive, and a rework to armor to make it a bit better against burst damage, and make smaller damage types better against it.
