That’s why Lucio and Zenyatta work so well together in it - they help to concentrate team’s firepower on targets of choice, making kills really fast. One amplifies damage for whole team, and another delivers team in position for that damage.

If we’ll compare the two, mercy has high and the best survivability and a lot of mobility. She also has consistent 50hps. Zen has 30hps and if I remember correctly, if the teammate is out of his LOS after 3sec, it’ll return to him.

You can try picking Zen and Mercy now with dive comp, see if you can sustain the whole team from incoming damage.
Mercy’s healing is too low to let anyone being sustain, she needs to pair with a bust healer to support the whole team. Brig and Lucio does why better job keeping people sustain.
Zen has a good ultimate that can easily but shutdown by ana’s nade.

Not really. If it’s against a dps; they have more damage potential and can easily shut her down. If she’s against a tank… well moira has never been good against tanks and that’s a suicide mission.
Not to mention that Lucio is area healing and Brig can heal faster thanks spamming her repair pack
50 hps wouldn’t be a problem, if damage was always thinly spread between teammates.
If you want higher base healing, you need to give up the lock on beam and possibly add resources.

Clearly you wouldn’t because dive isn’t the dominant meta. Just because something isn’t meta does not make it bad, it makes it not meta. Was Ana bad when dive was meta? Was Moira bad during moth? Of course not. They didn’t work in the meta, nor should they have. Yet they were still strong in their own respective team comps.
What you’re suggesting, if we were to raise mercy’s hps, is to make mercy a must pick once more, being able to heal sustain heal better than burst healers can heal. As was the case during moth when she was literally being ran in death ball comps.

Speaking of suitability and mobility Moira does way better job than Mercy, while Moira can also provide burst healing.
My point was, consistent healing is not a big advantage when the number is too low. Ana needs to aim and reload, but her healing is so strong because the number is high enough to be impactful.

True! you said “Just because something isn’t meta does not make it bad”, In your sense picking Mercy and Zen in Dive comp shouldn’t be a problem now. However, the reality is Mercy’s healing is too low, it’s hard for her to keep up the incoming damage.
Buffing Mercy’s hps to 55hps is a good number, it would not make her a must pick and can sustain her team. Also, it’s not a burst healing that no one would dead.
That’s not how any of this works. Picking them in dive comp, they do just fine. Dive comp against something like bunker, will never work. That doesn’t mean Mercy and Zen are bad because bunker/double shield is the current meta.
That doesn’t even make sense.
It literally is not. At 60hps, she healed more than moira’s average per game. At 50hps, she heals more than Ana’s average per game. Buffing her to 55 will put her back on par, if not close to Moira again due to her ease of mechanics.
Lacks utility of a off healer. Rez and damage boost arguble best pocket support in the game. Avereage more healing than any other healer besides Moira.
