It should be the opposite, tbh. Discussed in this thread:

Mercy, both 50hps and 60hps

Make it so it’s 50hps, but it’s 60hps after the teammate hasn’t taken damage for 1 second. Makes her better at healing Tanks, and healing up those boring out-of-combat heals.
