None of the examples that OP listed are similar to CoD? Except maybe the hammer throwing (similar to knife throwing I guess)…
Everything in the game does require aim. I think what you’re suggesting is to make the game different for the sake of being different

Lucio has to look left or right to swap between modes while pressing shift. Also when he amps it up he has to look at his ally for them to receive the bonus.

There’s a hero on paladins called Mal damba and basically he has this very thin ray he heals with…that for Mercy
Brig’s mace arc is now up-and-down instead of left-to-right. I think it would be fun

To heal people as Lucio you have to keep playing a game of Dance Dance revolution with your keyboard during the match. Each arrow your hit means heals, each one you miss is no heals. During Amp it Up the game gets much harder for it’s duration.
Doomfist has to land melee strikes on pressure points on your body to use his other abilities on you

This was real.
Instead of Firestrike, Reinhardt could throw his Hammer out and it could hit enemies through the air, either eventually returning to him or having him need to go and retrieve it. However, this was later reworked to be Firestrike as a hammer that is a self-returning boomerang well over 6ft tall didn’t make much sense.
So now he forces his hammer into the ground, and the intense heat radiating from its mechanics burn what gets stuck on its surface that the remnants become molten slag, alongside a wave of fire- and are promptly YEETed in a line when he raises the hammer to its full height over his head.
Torb has to control his turret.

Imagine a secure 200dmg when it sticks to an enemy! One orb one shot!
This is actually a good way to make his turret skillful and not so oppressive, he could mount his turret but torb cant take damage unless his turret is destroyed completely! His turret will be just an unmanned build and you need to mount to use it or even your team can use it too.
Same thing they can do with symmetry’s turret, they can make her turret be an attachments to her gun to make its range longer with a slight dmg boost
Upon adding three turret as augmentation her beam will now have 20 m range and have a dmg of 120/160/195
With both of this changes the game will no longer have an autonomous turrets that mindlessly target players
Devs said this is how Rein actually played out in development but it felt bad being weaponless if you couldn’t get it. Would be cool if they give it to another hero like Junker Queen or something with axes she throws and retrieves but give her other abilities too.
Instead of Amp Matrix, Baptiste can now boost ally damage by hitting Q while aiming at an ally bullet.
