Really?

Barrage: Pharah starts dealing 1200 DPS!!! but CANNOT MOVE FULL STOP.
Genji: Pulls a sword that does 120 unblockable DPS BUT loses ALL ranged weapons for the duration.
Zenyatta: Starts healing 300 HP/s, becomes invulnerable but unable to do ANYTHING besides wasd.
Roadhog: Starts throwing shrapnel wildly with some fairly impressive damage and knock back but is 100% unable to do anything else.
Reaper: Starts doing 170 DPS in an area but slows down and can’t do anything else for 3 seconds.
McCree: Do I even need to explain this one?
Moira: 140 HP/s and 70 Dps a full 60 more than her base heals with absolutely insane range and piercing but cannot use orbs or fade.

Even the ones that aren’t full channeled abilities like that usually have crazy pants effects so using them well is important.
Soldier can’t miss.
Bastion can one shot most of the cast.
Reinhardt knocks everyone onto the floor.
Brigitte increases max heath and effectively gives 50% (0.0) damage reduction to her whole team against certain heroes.
Zarya turns the whole enemy team into the easiest target for AoE damage ever.

Mercy though? 60 AoE HP/s. Moira can get more than that out of her heal ball. 30% team damage? Zen can get that out of Discord Orb. Infinite Ammo? On a gun that takes 4s to unload and has 400 damage in the clip, that is meh at best. The last 2 things are Flight and Perma regen… which are nice… but… the thing about tankiness and mobility is that they are value multipliers, not direct value.

Consider a hero who has 1000 HP and all the best mobility options in the game, but can’t heal and can only quick melee for damage which does what… 30 DPS? Would that guy EVER get used? Well… he’d get used for point stalling, but that’s it. Why? because it doesn’t matter if he can get wherever he needs to be and stay there as long as he wants if he can’t DO anything while he’s there.

And a 500% boost to her base kit is just “minimal” to you? In maths 500% is a big number, not small.

In 95% of instances it isn’t a 500% boost.

You know why? Firstly… people being out of range. Secondly… people either being at max health or people doing something that does 0 damage.

It falls off in value real quick if people can’t currently use the beams. At least when my Reinhardt charges in like an idiot Coalescence and Nano have a shot of keeping him alive.

I doubt it. We talking potentials here, pharah isnt hitting 1200DPS 9/10 times.

Mercy 5 man beams probably a bit better then that rate IMO.

No one tries to block her beams as people would block the pharah rockets.

No one tries to escape the beams as people would escape the rockets.

Lets try and stay in the realm of the real or theoretical, pick ONE.
