Its the base of operations for Lucheng Interstellar, an independent space agency that was responsible for Horizon Lunsar Colony and the space station that can be seen projected above the objective on the map.

We don’t know if they worked at Lijiang Tower specifically. Winston worked for Lucheng Interstellar on the HLC, and Sigma also did work on the International Space Station and HLC.
Dr Winston and Sigma knew each other, surely Sigma knew Dr. Winston. They had to work in the same place sometimes. Dr. Winston and Sigma were regular scientists, they didn’t discover anything to be famous among others. Sigma knew him personally then.

Yes. But we don’t know if they worked together in China, or just on the moon.
