One of the best Mercy players I have watched - Animetic - documents her matches on Youtube, and she adds a lot of textual commentary to explain why she did or did not do certain things, including available rez opportunities.
I have learned from watching good mercy players like these that every opportunity to rez involves risk/reward assessment, and in many cases, taking that opportunity is not the best option
Yes, your teammate might not agree with your choice to not rez - but said teammate gets to make the choices for their character, not yours
