Same frames, same latency numbers except for a few new spikes, but the actual latency throughout a game feels about ~300ms. Was happening prior to today’s update with the rein/dva changes. I got a new router, but it’s supposed to be the exact same as previous, same 2.4ghz. What do I need to do?

The home network is either experiencing a flooding issue on the network equipment, or is blocking the ability to use this test. You could try restarting everything, but ultimately will probably need the ISP’s help to fix the lag.
