Legal reasons would only stop them from offering lootboxes as a purchase in some countries.
There was no legal reason for them to get rid of lootbox rewards on level up via an xp system. They did so because they are greedy and want to funnel us into the shop for everything as much as possible.

Deep Rock Galactic BP is completely free along with everything in it.
After bp ends, bp stuff gets placed in the normal drop pool.
Considering what the game had and what it has now, yeah, I’m one of those calling for Overwatch 1 lootboxes to be back. Now again, I means specifically lootboxes the way they were at the end of OW1, not any “need special keay to open” like I’ve heard some games have/had. We can compromise here and lootboxes don’t contain any items released post OW2’s launch, BUT they still drop as much currency as they ever did for duplicates or just actually currency rolls. You don’t need to give a box for every tier in battle pass (could try every 5 or 10), but you can bring them back as daily bonus and nine arcade wins.
With system like this you’d still need to farm a bit for new cosmetics, but it wouldn’t take you 32 weeks to get A skin and especially, you could get the OW1 content that was free before.
That is EXACTLY what they did. Someone saw this in Fortnite and ordered the same thing in the game now, without any understanding what would make it fun and what not. It’s like in the 90’s when everyone tried to make their own Mortal Kombat, thinking all it took was digitized actors and blood.
