That’s right. There’s no sr at risk so the outcome doesn’t matter.
The fact of the matter is that they cannot take the pressure of comp. They don’t want to endure it.
That is why they are wanting to avoid comp while also trying to apply that same pressure on to the casual base in quickplay.
It is not only sad. It is downright hypocritical.
Public profiles and rank decay would fix most of these kids, but that’s a long discussion for something not likely to happen anywhere in the near future.
I am not an advocate for that to be honest. Public profiles created to much problems to be worth it.

You do realize in a legal sense is if irs reported and clearly negatively impacting a match. Its considered punishable behavior IE toxic, harmful, deterence.
There is no world where this one sided fun behavior is acceptable.
Pro leavers really think this is a “gotcha” moment when they say this.
The difference between a leaver and a person playing the hero they want and doing their best is that one is playing the game. The other isn’t.

In any event, the TOS is between each of us and blizzard, not between players. Blizzard have set out the standards and what constitutes a legit report. Just because people don’t live up to the standards you would prefer to exist doesn’t permit false reporting, whatever nonsense you come up with to justify it to yourself.
They have been explicit that playing badly or not switching heroes is not reportable. So “in a legal sense” you continuing to report in the way you’re claiming to is in fact toxic and harmful to legitimate players, against TOS and can get you a ban.

You want “It’s just quickplay” to stop being a problem? Remove all win / loss records for non competitive modes. Remove the all role challenges. There I made the game more casual and stress free for those who are actually playing to win unlike the players who don’t care about ruining the pointless and inaccurate profile stats of others which shouldn’t be in this game in the first place because personal stats only make sense in 1 vs 1 games due to others not getting in the way.
It´s not an excuse, it´s reality. Honestly, what do you expect from people, who are there to learn and are not good? They are there for a reason!
