The point is that 25hp doesn’t push an extremely weak hero into borderline must pick territory. Multiple nerfs, a global hitscan nerf and him still being a top tier pick demonstrates just how broken he was to begin with.
He wasn’t bad at 200hp and pre fire rate buff. He was average and never needed buffs. The top picks needed nerfs.
