I recall that the only way to play all heroes are in custom games. The Archives event allowed all heroes but not Junkenstein.
They don’t have all heroes, but they do have the mode where it’s more than the original four. Probably because, to make them fit in the Halloween setting, they want them to each have their own role. Like Tracer being the Will-o’-wisp or Torbjorn being the viking.
