yes, it’s massive and may appear to download really slowly (I got down to 1 byte per second once)
For PC, yes, around that amount. For Console, it’s more like 21/22GB.
Im at 11 MBS man I think you might have a problem with your internet connection.
The update is very large this time around in order to make future patches a lot easier:
it is painfully slow. I have 500mb of download speeds, patch is going at an incredible 3.55KB/s

As I understand it they occasionally repackage old data to streamline future downloads yadda yadda. You are basically downloading parts of the game you already had, but in a slightly different format.
Nope, just us normals with bad internet.
This may happen at times and is normal. The slow downloads is because it is installating before resuming at full speed:
