No but the Devs already did an interview last Blizzcon and explained that this PvE side of OW has been in the works since conception and that they always planned on expanding the OW universe to be bigger than just the FPS. So in a way, yes, the goals of Project Titan are being fulfilled right now, albeit in a different way.
