Mercy Needs Help - Rework Idea

I’ve seen a lot of posts about Mercy, and I agree she needs help. The answer in the developer AMA, with the solution of pushing her movement further, is really not the solution to the issues of this hero. Mercy suffered from the addition of the 20% healing reduction passive (which was reduced to 15%, and then reverted) that reduces the effectiveness of pocketing targets.
