Then half of the forum would cry about unfair bans.
Why almost all posts about hacking and cheating made by users with new accounts and few posts ?

The hackers would have an easier time figuring out what gave them away…
“oh we just released our latest hack 2 days ago, and suddenly everyone using it is catching a ban, lets investigate and we can quickly plug that hole”
vs the way they do it now, which is every few months, which creates a lot more guess work and lost time trying to figure out what tipped blizzard off.
This is one of those issues where trying to be more aggressive in tackling it would only make things worse.
