All of the list applies to bronze/silver for sure. People do wait maybe 30%+ of the time when I ask them to, but yeah. Or retreating. A lot of these things are things I call (ult prediction, grouping stuff, retreating, combining ults - but no one ever does). Some of these things happen, but not intentionally by the players (like staggering or when ults are “combined”).

There’s likely a reason why you aren’t climbing. And as much as people hate to hear this, it’s primarily why different ranks exist. On console, this doesn’t apply as much since everyone plays on the same hardware and aiming is one of the few skill differences, but PC is another story.
On PC Overwatch one of the core limitations of players is generally their PC setup. Like, if you’re playing on a very generic mousepad, you’re probably not going to perform as well as someone with a larger mousepad since they have more space, allowing them to turn down their sensitivity (and possibly dpi) for more precise aim. Specs are also very important. Overwatch is a very resource-dependant game, so it would make sense that players that can see the game in the best resolution and frames perform better than others that do not; would it not?
This is just how PC games are from my experience.

What would turning down the Sensitivity do for them? Wouldn’t it make them slower?
No, it would prevent that their character makes a 180 whenever their wrist twitches. You can’t aim nearly as well with your wrist as with your arm - so when the sensitivity is too high you will barely hit the backside of a barn - how do you aim precisely when the enemys head equates to a tiny, tiny spot on your mousepad? Giving yourself more space with a larger mousepad and lower sensitivity will allow for easier shots.
In fact, I do belive too high sensitivity is one of the worst mistakes of low rank players who play characters that need to aim.
It will feel clunky at first, since someone who played with high sensitivity is not used to it, but it will bring results in a few days matter.
Turning down your sensitivity makes it a lot more stable and smoother to aim, which is especially usuful for hitscan heroes but is great for everyone. If you had a lot of mouse space I would recommend turning down your sensitivity so your aim becomes a lot more fluid and stable.
Also when your sensitivity is low you have to aim with your arm rather than your wrist, and it’s easier to learn muscle memory movements with your arm rather than your wrist.
Blizzard makes matchmaking easy to climb, but only if you are good enough. For example top 500 players can go onto any match and destroy everyone at platnium level. It’s because they are skilled. Often times it means they can put more damage on target than anyone else. (Whichever hero they chose)
Quite the opposite with the right settings. Yes, your movement is inhibited from the maximum potential (100 or lower sens), but since human aim with a mouse is not 100% accurate, reduced mouse movement helps significantly to track targets.
What would you suggest for a Pharah main to mess around with? I’m at 8.50 right now but feel like I miss half my rockets.
I main Pharah and I play at 800dpi and 4 in game. Anywhere from 800dpi and 4 to 6 in game is probably ideal.

I am no pro by any means but I think the reason you aren’t climbing might be the heroes you are playing. Not to say you can’t play heroes that aren’t hanzo, Brigitte, mercy, zen, rein, zarya but playing genji right now is just an uphill battle, if you put that much effort into a hero that isn’t so weak in the meta right now you would climb, because right now Genji and Winston are really really really situational
