From the devs, no. But from people independently verifying it, yes.
This can be considered bug using imo. There is no official statement that the behavior is supposed to be different.
I consider this state unplayable for competitive at least.
In this game? NEVER, they employ some of the best almost cadavers they can get to run QA in the games. They might also work as CS as well. Wait, that would explain a lot of things.
