Look, every hero has an accessible, easy to use tool. You think the best McCree player in the world doesn’t need flashbang?
Hanzo is no different… and nobody is saying that he’s overpowered.
Though, one could argue that one shotting a tank is. But that’s another can of worms.
Hanzo is getting changed because the ability is too frustrating to deal with.

the problem is good tracer evades well hook,flashbang. of course they are ment to burst her. tracer has ridlicious skill but doensn’t change her. at least genji has non-evadeable counter.
Yeah and instead they are replacing it with an ability thay can do 960 damage to easy to hit tanks 
Of course he uses it. I doubt he has any trouble dinking heads, but it’d be dumb not to use the entirety of a hero’s kit? I hope whatever replaces scatter leaves Hanzo viable, it’s no fun getting scattered but it’s no fun if an already niche hero gets nerfed too much either…

Its an ability that goes against the principles of being a sniper, which includes having precision aim at most distances, and using that aim on someones head.

Hanzo isn’t DPS in that sense. But anyway, Scatter + Mercy boost + Discord on enemy = 760 damage potential damage. He can one-shot the entire roster of heroes with a regular ability. That’s a problem. And Wraxu tends to get both a mercy and Zen to support him in that way.

Then ban additional buff to him like bastion got no additioal damage reduce buff(nano boost)

There’s also a reason why Wraxu hardly even plays Hanzo as much anymore. If at all. Hanzo only has Scatter Arrow which isn’t even reliable. I hate being dove by every mobile hero, only to use SA which barely even works anymore.

Hanzo needs mobility to keep himself alive. I rather have SA removed and replaced with what Blizzard already has planned for him.

There is a lot of noob things the pros use. You got Hanzo scatter, Bastion, Junkrat spam, etc. Not saying Wraxu is a noob but yes, those kills he gets with scatter are noob kills.
