PvP and PvE modes are free to do their own thing. Ram, Doom, Reaper, Moira etc. could all be PvE bosses with different stats and abilities than their PvP versions.
Yeah, there is a Sym vs Widowmaker PvE mission.
But honestly confused about the angle there.

Oh, is there? I hadnāt heard about the Sym vs Widow mission. That sounds like it could be cool. I imagine that Widowās there to take out another influential advocate for peace, the same way she did Mondatta.
A think youāre thinking way too hard about a cartoon story. One that we still know very little about.
Iāll play along anyway: remember that we saw him probably making some kind of deal with Doomfist. It might be āIāll provide a place for you in the new world order if you attack a bunch of countries.ā If Null Sector isnāt powerful enough to just annex a place on their own, theyāll probably take that deal.

Does world conquest worked? Especially alone
Heās not attempting world conquest. Heās doing aggressive activism in the form of terrorism. Heās fighting for omnic rights by showing humanity what happens when they donāt see omnics as equals. He said it himself, his goal is the same as the peaceful monks, but he saw that their pacifism wasnāt working and omnics all around the world were still abused and seen as inferior. Heās basically an omnic right extremist. His goal isnāt to kill all of humanity, his goal is to force them into respecting omnics as equals.
How that supposed to work? When humans will fear sentient machines more and more each time their family members get killed in terrorism attacks, the hate for both sides will never change just grow.
You feel far less bad about bat treatment for someone if you know they killed people you know for example.
Thatās the whole point. Extremists donāt work by normal logic. Thereās plenty of groups in real life that perform terrorism to force their views on others. In this case, Ramattra has a good goal in mind but his way of achieving it is causing more harm than help.

Because of Omnics being finite. The reason is because the Omniums were shut down
So my guess is they want to restart the Omnium factories.

Back during Uprising, they fought to create their space within London and were beaten. Maybe that was a poorly thought out plan and he has moved on to something far more ambitious?
Looking at the old Overwatch 2 gameplay trailer, that floating ring in the potential India map looks pretty epic. Lore says all of the residents were displaced and forced to live south in Vishkarās new homes. Maybe we will find out that they already created a main base in India? (would be a cool detail to find out that Vishkar profited off of this experience and probably even planned for it to go this way)
The Gwishin and Russian omnics seemed to be separate things to Null Sector during Uprising (the DVA comic pointed this out too) but maybe Ramattra connected with these separate Omnic factions and rallied them under his banner too. 
Could you send proof? Like a pic or something? Iām very interested in a sym/widow moment

Ramattraās story is complex and multifaceted, and his ultimate goal is to protect his peopleābut the cost of that goal is still to be determined.
Motivations for why heās forming an army and attacking places like Numbani is unclear.
Other than a possible genocide, Ramattraās goals for his people does not seem well-thought out. And for a character like him, thereās got to be some kind of ulterior motive to be working with Talon - an organization that does not have any Omnic representation (that we know of).
Presumably Talon are the ones giving him the means to produce an army that can conduct a global invasion, based on his discussion with Doomfist. No idea where they got that kind of money.
This is all I could find for now. (itās more Zen/ Widowmaker in this one. But there is a Sym version somewhere.)
