If next hero is tank - should it have a standard barrier?

What about something like this?

TLDR Version:

Ability 1: A low (or varying) damage shockwave that uses knock back to clear enemies out of a circle around him with a radius of 15 meters.

Ability 2: A new damage-suppressing mechanic that applies a debuff to enemies, temporarily weakening their attacks by making it as if the recipient of an enemy attack was wearing armor.

Potential Ability 3: I’m toying with a mini Photon Barrier similar to old Sym, that would be too small to use for general close-range tanking, but would be just the right size to delay a sniper or force them to reposition. I’m considering making this projectile have an optional remote detonation to give it more utility and damage-dealing capability.
