Depends on the rank, low rank you their feeding.
High rank ~ ya that’s how tanks are and you need to secure like two kills before that happens or pump all your resources into them, so they can do that for you.
Have you tried switching out the dps moira?
the announcer could say WARNING THAT LUCIO IS FEEDING SO HARD or whatever, heard by every player in the lobby. honestly shaming the feeder could work.

Diamond lobby - doom going in 1v5 dies instantly “supps, wtf” and he is doing that 5 times in a row and then just losing his mental, i’ve seen this too many times
Warn them yourself through daily verbal terror.
Sounds like he had a supports that didn’t work with doom, or wasn’t realizing that the enemy was still getting through to his supports.
Or the odd case of rank decay and was use to playing with even higher end supports. That could just play around him.
Like doom wants to be hitting as many targets as possible to get his passive going, and in doing so get his ult up.
So I wouldn’t put all the blame on him, he should have changed playstyles when it was clear it wasn’t working.
