Blizz we’re all players too, don’t we deserve to not have to wait 3 weeks longer than PC players for new content?
Sadly it’s up to Sony and Microsoft to bring PTR to consoles.
Jeff Kaplan answered to this a few days ago, go to the devs tracker section and look for it.

This has been said so many times already, lol.
Console authentication processes are what’s keeping the PTR from coming to consoles.
Also if were to come to consoles, it would delay content releases altogether for the game by good amount of time.
They regularly talk about it but as long as things stay the way they are, things aren’t changing soon.

The PTR isn’t to demo content, it’s to provide testing data for Blizzard. You bought a system that restricts how developers can update their games, so they can’t freely patch a PTR. Get over it, or if it’s important to you buy a PC in the future.
Here is the exact quote from Jeff Kaplan:
For most players, we just log into the PTR to view / test the new hero and view the new skins when they initially come out… then log-off. We don’t go back to the PTR again unless there’s a new hero there to see.
It’s really not that big of a deal.
