Good question. I want to say per Mercy life, but then again I can see people willingly kill themselves just to refresh the cooldown.

I despise junk mine and Moira damage orb, but they don’t make my blood boil. Just a bit ticked off 
I can just imagine this weird scenario where the support with the “most frustrating mobility” is now trying to die while the enemy breaks their fingers trying to shoot around her.
Finally she runs to a cliff spamming, “Goodbye!” and Roadhog chases her down with a hook. “Oh, no you don’t!”

While I despice Mercy as a hero… punishing people for playing well sounds like a bad idea. Which I think you just figured out as well.
Hahahahahaha. Oh, that’s so cute. You must’ve not been around when the game launched. Rez was Mercy’s ult and she instatly brought HER ENTIRE TEAM back to life (meaning up to five players, cause it was 6v6 still). Pro strat for Mercy was to charge her, hide, wait for enemy to combo 3-4 ults in a perfect synergy and then fly in with a Q press (and steal PotG while she’s at it).
Rez now is nothing. Oh no, she brought a Widow back, we’ll just shoot her again. Best part is when someone doesn’t even notice they’re getting rez’d and they’re AFK, so you just shoot a standing still target. You don’t know the real rez.

Everyone loves to call Mercy “skilless” and then gets mad when her players have literal training custom games to push the limits of her skill ceiling mechanically to make big plays.
