Just no, I like Hog as he is. No reason to change him. So you want to make second reaper from him? 
Hog ha his own way how to create space, he is kind of unique tank and its only good. To be honest I dont really see a lot of bad hogs in my games, usualy just bad main tanks. I think you are making it personal. I get, people are fine with Hammond for example, bud I think he should be nerfed because he is practically unkillable 1v1 if you are not Mei or Hog. Everyone has hiw own heroes who should be deleted or changed because they dont like them.
I one tricked hog from Gold into Diamond and played him several times with second off tank without problems.
