Its probably mentioned somewhere but I wouldn’t know where to look, I would imagine somewhere between 5-10 years right?

to be more specific: Overwatch was banned about 5 years before Recall (guessed from the organizational substitution of OW 6 years earlier, in Storm rising).
we only know that after the recall, Tracer (london calling) and Mei (rise shine) answered, but another year has passed for the zero hour events. the other agents had not given them any news, one of the reasons why the attack on the museum is only tracer and winston (the announcement trailer).
the other members responded late for many obvious reasons:
- Genji first cleared up his differences with Hanzo (Dragons)
- Mercy didn’t want to go back to Ow at all but understood that the world still needed her (Valkyrie story)
- Reinhardt completed Brigitte’s training as his squire.
- McCree hasn’t explicitly refused, but he thought the team needed Echo, which he was the only one with the activation key.
the only one to have refused so far appears to be Torbjorn, but we know from the trailers that he will eventually be sought out by the team and involved.

in theory they cannot have been contacted. Jack Morrison and Ana Amari were believed to be dead and were not included in recall. The same goes for Reyes. But we know Ana, Reaper and Soldier are aware that Winston has contacted the Overwatch agents, and are acting separately.s.
That makes you wonder how many agents there were.
We know from Reaper he disposed of few. From Bap story we know some tried to sell this info to enemy. Thats how he decited to go to Angela. We dont know what excuse had Soujrn.
I think Jack received the recall because in Bastet he said: “Let Winston play the hero”
No, because neither Winston nor the other Overwatch members can know they are still alive until Jack and Ana show themselves to them or someone tells the team. Mercy also calls them “ghosts” when she discovers they are alive in the Valkyrie tale. 
Morrison is officially dead and Ana has disappeared in the mission in Poland only to be classified as dead. if they had gotten to contact her years ago, Morrison would not have sent mcCree to find her (source: Bastet)
But that doesn’t rule out Jack and Ana learning about Winston through other sources. for example the news on Atlas News informing that Overwatch is back after the attack on the museum to protect Doomfist’s glove (Overwatch trailer)
also the fact that Sinclair (in Baptiste’s tale) is not the only “spy” confirms that Reaper may not have received the recall, as he is classified as dead.
