because McCree using batteries,not bullets.
Maybe Hanzo’s arm is incredible strong and you need a lot of strength to pull that bowstring of his bow.
He wrestled with a Cyborg and managed to push him away although he was in the inferior position.

Gameplay and story/realism segregation
Firstly…
Secondly, in real life…if you get shot in the head/vital organ with either of those weapons, you’re going to die. Arrows may seem less harmful as a whole, but not only are they bigger than bullets, but they can soar at high speeds upon release.
