Depends on why you need to deal with him. Is he hard focusing you? Kiriko (though it feels really boring), Bap with good positioning next to high ground to jump on, as Mercy you can effectively ignore him.
Is no one shooting him and you’re not focused? Bap, Zen.
Is he focusing your support mate or your team often has high ground? Brig.
Ana is probably a neutral pick as long as you can consistently sleep him when he’s in the air, but when your team doesn’t play around his bubble correctly you won’t be doing much.
Oh yeah, and Lucio of course in pretty much any case.

As support you have two options. The first is to go Baptiste, and if your team is coherent, you should be able to play range and shred him without much difficulty. If your team is AFK, you more or less need to go Lucio and kite him.
Instantly go Bastion as a DPS, sit next to your support and wait for Monkey to swap.
I go Brig and slap him a lot…
Bastion, reaper, or anyone with high dps plus a little cc and that monkey’s about as useful as this games development team
not reaper, at least not anymore. he only does anything if wintons armor is gone, otherwise he does only half damage
even soldier76 does more against winston this patch. helix rocket and primary only loses 5 points of damage rather than the old -30%
