It won’t ever be totally fixed. But a great step in the right direction would be for the devs to stop creating abilities that are specifically designed to counter other abilities.
Ramattra’s punch through shields… I mean, that’s literally a hyper-specific counter.
Turrets - they play Overwatch for you and ALSO counter
Sombra - what an absolutely ridiculous kit, thank god they are reworking
Mei’s kit, almost just as bad… She counters anyone she decides to by freezing relentlessly, she counters “death” literally with her 5-second-Immortality-Self-healing-One-Click-Cryo-Coward-Block.

Otherwise, there are still a TON of counters, but most are soft-counters… and that’s fine, it’s actually part of the fun. It’s just the hard-counters and get-out-of-jail-free-because-you-are-outplaying-me counters that are over the line… IN MY OPINION, I know my opinions are by no means fact, or even popular for that matter.
