Probably just random communications and networking with other companies. They send collaborative developers to talk with each other, butter each other up and see if they could do something, and then once they get the OK they come up with ideas and plans. They probably do some concepts and cross it with the other company (unless they get free reign but that’s rare) and once both companies approve, they get the marketing ready and set a date. It’s a iterative and cooperative process. Sometimes money’s involved with royalties or sometimes it’s just an ad marketing thing or they cross promote something. Like Ninja Turtles had skins on Street Fighter 6 and they were releasing a TMNT movie at the time, stuff like that.

I would assume the idea is based around two things.
How popular is the thing they want to collab with (more popular equals better results of players buying those things).
And how much percentage of money are we going to have to negotiate giving to the the company we are collabing with?
Popular can equal having to give more money to the other company.
However if it’s an older anime that is still popular, then there is probably more room for not only getting players attention that would want to buy those things, but they can work with the other company and may not have to pay as much. If the other company isn’t still producing a product or their show ended years ago, then that company will probably be happy taking a smaller amount as it’s basically just money on the table for them. Hand over the trademarked rights in a limited way, get money… or don’t hand it over and get no money.
There could be times when Blizzard may be ok with making less money on the collab if it’s a popular enough thing that the goal is more about bringing in more players than it is making the most amount of money possible.

Well nestalgia has a much cheaper license cost then newer stuff. I would say it is a mix of companies approaching them for advertsing (porche, lesarifim) and then older stuff they can license for cheap. They did ask in a recent survey they sent me to suggest some colabs as well so if the same thing gets suggested enough they will probably try for it. I of course suggested full metal alchemist, Demon Slayer, and Naruto

Well basically it goes like this:
- Find somebody who doesn’t mind running their reputation through the dirt
- Give them a big cut / offer them money for old rope
- Outsource the skin development

After the nasty stuff that was uncowered about Blizz - it´s most likely anyone, who is not scared to be connected to them in public.
