There is no option yet, unfortunately. You could do only in Custom Setting.
If you want build cooldown of ability, that gets upgrade per lvl or shop or something. You have cooldowns from Custom Setting to set at lowest first and then in the Workshop you can use “Ability Enable” == True/False as switch on/off and add WAIT.
